Zelenskyy also reiterated Ukraine's commitment to signing a rare earth minerals deal, intended to foster long-term economic cooperation and partially offset the substantial U.S. aid provided. The Institute for the Study of War suggests that Russia has not offered any meaningful concessions towards ending the conflict, maintaining demands for Ukrainian capitulation and NATO's withdrawal from Eastern Europe. Rubio emphasized the universal benefits of ending the war, including for the Russian and Ukrainian people, the United States, and European allies. He further suggested that President Trump is uniquely positioned to facilitate this resolution.
